1.26a Gladiator feat

The tooltip says it boosts attack and hp but in battle only the attack is affected.

I think it is even worse - for tanks/buggies it gives -100%

I think that this is due to a fauna feat. A feat like "if attack score is lower than hit points, chance to negate hits" can cause this.

Seems your -100% unit feat mod is actually related to the Critter that has Absorption III and high hitpoints.
