Does anyone know if leaders can gain experience after the game starts or are their skill ratings permanent?

Yes. Active leaders will improve their attributes from time to time. Leadership and inspiration are the most common increases, but any skill can increase.

Also, your TF leaders can gain experience and improve their skills by being at sea. This is how you improve your pool of leaders.

You can actually see it when they increase on the Operations report. I notice a fair amount of them gain stats if they are in combat, but I've seen leaders commanding TFs patroling off the west coast also gaining levels.

Yeah, and if you are using Tracker, it will also tell you who has improved lately.

Oh? Fair enough, I only see it on the ops report of Tracker, not in the ops report in game, but i never look at those when I have tracker.
