It would be really handy if we could create new divisions when setting up a battle if we get a "you may rearrange your force" outcome from the regional admiral. One way to deal with the weird CV division deployments is to have each CV in its own division. Also you sometimes get strange mix and match setups with ships that are the same category (CL or DD) but play wildly different roles in battle and yet are assigned to the same division by the battle gen algorithm. There doesn't seem to be a strong connection to the divisions you have assigned them to in your strategic setup.
