EMCON and Escorts

I don't believe that a save is necessary as this likely occurs in every scenario with this situation:
A group of planes is headed toward an attack on a land target. The group is being escorted by a single OECM aircraft.
If I go to the escort through WRA and set the ENCON to active radar and OECM for the escort, the strike aircraft also go to active. If I start with the strike aircraft and set the OECM to passive, then the OECM aircraft does the same thing. This seems to go back and forth like a light switch, turn all of the lights on, turn all of the lights off.
The desirable setting here is to have the strike aircraft with radar off, and escort aircraft with its radar and OECM on, but that doesn't seem to happen. There does seem to be some sequence where it might occur the way that it should, but that is not guaranteed. Perhaps only one thing needs tweaking, or at least being looked at.
