[Fixed](1.06.1328.18) Strange flight plan behavior near edge of no-nav zones

Barebones scenario file attached.

I have used the 'CREATE or UPDATE flightplans' button to generate a flight plan to attack the AC hangar on the other side of a corridor between two no-nav zones about 26 NM wide with four F-15Es, with the target scheduled for 00:00:00. Sometimes the flight breaks off halfway between waypoint 6 and 7 and returns without attacking. When no-nav zones are removed, this behavior does not seem to happen.

Sometimes one plane lags behind while the rest of the flight carry out the attack successfully - then it crosses the no-nav zone to rejoin the flight. In this case, the flight has apparently been buzzing the hangar for five minutes without releasing a single bomb. I am not sure whether this has to do with simulation speed (one flame and two flame speeds also seem to produce strange behavior.)

Most of the time, whether the attack is successfully carried out or not, instead of returning to base, the planes generally wander around the general vicinity of the flight path until they run out of fuel and crash.
