Have not noticed this before but it seems odd.
The '42 Panzer divisions call for 45 Recon tanks each, but production is only 9 per turn.
It is mid summer '42 in my current game and with a glut of tanks except Recon in the pool most Panzer divisions look to be restricted to 2/3 tank TOE.

Did a quick Google search, the Panzer IIf Tank were built from March 1941 to July 1942 numbering 509 and its replacement the Panzer II Ausf. L "Luchs" 100 were built, the Luchs were attached to 4th and 9th Panzer Div's.
Your right you wont fill the numbers in a hurry.
