Sabotage/Close should replace Disband/close

Right now, nobody ever uses Close and prefer to mothball the asset or set a lower percentage.
I propose that Disband gets replaced with close asset and set a time to disband it by half the time it takes to build with a quarter of worker points.
Closed should be replaced with sabotage, damaging the infrastructures so the enemy has to repair it or close it down. Also adding some traps to kill some occupying soldiers and slow down the invaders.
