Which is the better way setting up depots?

Hi!
I'm currently starting a Stalingrad campaign. I wonder which one of them is the better way of setting up depots?
What I used to do is the first one except for ports. I sort of realized that it probably won't maximize the utilization of railyard capacities I have, but at that time I couldn't figure out a better way. For this new campaign I would like to try the second method. I would assume that for the second method, supply takes more turns to reach to frontline, but it would be more stable and can transfer a larger quantity of supply than the first one.
Any thoughts about it? What's the downside of the first way I used to do? Thanks!
