So in my campaign im the only Nation with only 400000 Budget even Nation like Russia and Austria got a much bigger fleet with only 60000 more Budget each year.
But how is it possible that i as Germany with a lot of Colonies in China and Africa get a smaller Budget then Austria Hungary with a smaller Budget?
Is this a Bug?

What do the all relations screen look like?

If A-H is on the brink of war, whilst you're in an sea of green that would explain a lot.

If you're in the post colonial era, your colonies become a financial burden and reduce your budget.

A-H could be suffering serious unrest due to an excessively high budget causing economic hardship.

The devs could use a save file to see if anything odd is happening here, but there's too many possibilities to be able to identify the issue without one.

Oh, and as for fleet size, the AI is much more aggressive in mothballing ships to free up funding for more ships. They also tend to not use National Training.
