I assigned helicopters to the ASuW mission (mixed) to attack amphibious vehicles on water with Hellfire II.
Meanwhile, there were some ships on the water, and the WRA was set to not use this weapon against ships.
The issue was that helicopters didn't attack amphibious vehicles but circled the ships.
