I recently returned to the game and am confused with the usage of the new GR Strategy cards such as GR Optics or GR Ringmail.... When I click to use one of these strategy cards, it says the technology is now ready to be deployed, or something to that affect, but I don't see any change to my unit stats or any visible impact. Where would the output of these type of cards be seen?

Like with regular techs, in most cases, the effects apply to any new model designs you create. I don't know whether the effects show in MNG -> Models -> Techs like with regular techs.

Most of them need you to design a new unit, they show up in mng > model -> techs, but are often pushed off the end of the list as you get better applied sciences techs.
In some cases, like mass driver, you need to make a new model with them (Medium Tank, AT gun etc).
I have no idea how GR infiltration works.

There is a nice video about it

When you play first card with GR tech there will be a new tech group block added in your MNG > Tech on the bottom left of the screen called GR Tech. There you can hover over each tech and read more detailed description.
Its a bit confusing now. It would be great to be able see the same description on the card hint.
As others already explained, it will apply only to the new models and after creation will be visible in their MNG>Models>Technology tab.
