Just wondering. I've never seen it happen. Is it because they are already scrambled or?

Yes, you can catch them on the ground.

Best way to catch them is to have them fly a mission and then while they are rearming hit them again.

Yes however they're less accurate and you'll generally get better results with fighter strafes. If you bomb an airfield with heavy bombers while aircraft are still flying, they can also be destroyed trying to land on a cratered runway.
