I've tried to update to v1.00.46 using TrueUpdate but it's not picking up that there's a new version available. OS is Windows 10 Pro 64 Bit and RTW3 is v1.0.40. I'm in the UK.

First tried it by loading the Game Menu, and answered Yes to the UAC prompt. Clicked the Check for Updates option on the window.

Clicked Next on the window for Rule The Waves 3 Update.

Updater checked for updates.

Updater then said "You already have the most recent version of Rule The Waves 3 installed on your system."
Back to the game launcher and the version is still 1.00.40.
I've also tried running the game updater directly, also answering Yes at the UAC prompt, and that also says I'm up to date when I'm not.

I know I can also download the update from the website but I find checking for updates from the launcher more convenient.
