Planetary Defense HQ overpowered

Has anyone experienced the same mid-game/late-game problem with overpowered Planetary HQs?
Whenever I invade a colony with a Planetary HQ, the two infantry sides fail to do any damage to each other. Rather, only armors forces and titans will put a dent into the defenses. All other forces enter a eternal stalemate.
Is this intended or does anyone else feel this is a bug?

There are two other options.
1. Bombard the planet and destroy the facility/troops.
2. Raid the planet with only Special Forces until that building is destroyed.
Other than that you just need an overwhelming force to destroy the enemy forces on the planet.

Its really lopsided. I had a battle where I was overmatched 34k to 9k and the sides still weren't doing any damage to one another.

May be a bug that I don't know of... I mainly play with a modded set of buildings so I might not have experienced it.

Aren't special forces meant to be used at about 10% of the invading force? They should eventually sabotage the defense HQ.

If you only deploy special forces they will act more as a raiding force and start demolishing facilities rather than fight the opponents forces.
It can be a good idea to have a special forces raiding fleet and assault the planet first while bombarding it, when the most problematic facilities are destroyed you land the rest of the actual invading forces.

It might be the XL mod that I'm using. I'm going to try to restart a new game without that mod to see what happens.

Yeah, I think its definitely something to do with the XL mod. It doesnt recur with the stock game. I wonder if I can get a message to their team to check it out on their end.

Maybe, but it looks like when armored forces are mixed in, only the armored forces take damage and give damage while the backup infantry is immune. It's weird.

It's a bug spec ops do damage and can destroy a building if there are enough spec ops but spec ops get no damage.
