Did you go into the Zone Log Report to see all the exact changes applied to worker happiness?

What I saw in the zone report is consistent with what I see here.

So many factors are involved per affecting 'worker happiness'. Planet conditions such as radiation & Zone QOL to name just a couple, come to mind.
Extr High is, very attainable with the right conditions...but not always probable/possible, as well.
Just one of a plethora of challenges this great game offers.

Its indeed hard to say with the info shared here. Private wages are quite close to public , in relative terms. I'd need to see the mouse overs or zone report details of WHY public morale is going down to say something useful. It is probably working as intended and not a bug.

I really don't see what the problem is. Wages in state-owned firms are 50% higher than private wages.
This lowering went on for several rounds, I don't remember when it stopped, and after this their happiness slowly went back to 100%, and I lowered their pay a couple times along the way.

Keep in mind that privateSalary is after taxes. But the comparison is made pre income tax. The workers dont realize that those high income taxes might be pemanent. So high income tax can surpres the real but not the gross wages that are used for comparison. Furhtermore the salesTax is paid by the buyers (the workers) so for the comparison the workers' salary is modified downwards with sales Tax.
Not super intuitive i agree. As a rule of thumb, when the workers want more salary, they got their reasons.
