[v1.26] Unable to build airbase on planet without atmosphere

On a planet without an atmosphere, it's impossible to build airbases, as they require propeller engine technology to be built or upgraded.
It is still possible to use any LV1 airbase the AI starts with, but you cannot upgrade them to use planes bigger than ultralight.
The rocket engine technology should also be able to unlock the construction of airbases to enable the use of planes on planets without an atmosphere.
