Can someone explain this problem with logistics to me?

I'm new to the game and this is my first game. At the moment everything is going quite well, and I am second in victory points. Plus I just beat my first major. However, I have a bottleneck in one of the logistics routes in my capital that I don't like at all.
I understand point 2. I have a dirt road and a metal mine. Then, between the trucks that leave the city to wherever, and the trucks that leave the mine to go to the city, they consume all my logistics.
But what I don't understand is point 1. Between 4% (red zone) and 0% (black zone) there is nothing. There is no mine, nor anything to change the number of trucks (or trains, since I built a railway there to see if it would alleviate traffic). Why do I have 0% logistics there, and 4% later? I don't understand.
I am expanding my truck station to see if we can fix that bottleneck that is going to be a serious problem in the short term. And probably expand the trains too. But I need to know why at that specific point there is 0% when later there is 4%. I need to know what is consuming more logistics there to think a solution. How can I know that?
Edit:
I'm seeing something that's still blowing my mind even more:
The AP Cost of the space where I have 0% free logistics is less than the AP Cost of the space where I have 4%. So what is the problem? I can not understand it. Can someone explain to me how to interpret this?

Two comments.
The first one is about point 2. This is not how it works. The mine needs logistics to function, but it does not use it. Let's say it needs 200 logistic points, the points would keep flowing and be available for other uses.
So why only the hexes around the SHQ are black? That I can't explain. I can tell however that this is how it looks when missing logistic points. Upgrading your SHQ's logistics assets should fix your problems.
Concerning the edit, the AP cost that is used is the one indicated under road. 7 AP for truck logistics, and 4 for rail logistics. I don't think the other values are ever used, when it's not on a road it will use the AP cost for organic supply.

Yes, I have fixed it by improving logistics. But are we sure that point 2 doesn't work like that? So what are the "pull points" signals for? I mean, I don't doubt what you're saying. But intuitively I thought that when you blocked all traffic except "pull ponts" you were saying: Let no trucks go in that direction, except those going to SHQ.
Although I am fascinated by the logistics of this game, there are things that seem a little counterintuitive to me.

Pull points are sort of requests for logistic points. Unless you play around with it on traffic sign mode, this will be set automatically by assets, units and cities. So if you block pull points on 2 you will restrict the amount of logistic points going there so that it matches the need of the asset, as well as any potential city or unit that would be further down the road. Well, cities seem to request more than they need, but that's the gross idea.

if you did strategic movement down that line, that is often the result the next turn if you use up the capacity
Truck logistics are not so relevant on rail lines, rail should be the big mover on that line. Do you have a rail station and a rail head at the end?
if you have a traffic sign in the city for that rail line, make sure you untoggle 'Rail' and 'pull', and you can 100% block truck logistics down that line (you don't need trucks when there's a rail line, unless you are supporting troops)
Press 'p' to get the next turn logistics preview, and make sure the rail line is giving the right amount of logistics for the level of rail station. If not, clear out your signs, then redo the sign - I'v had trouble with that before

Thanks to both of you. In the end I read the manual, and the pull points are what you say.
Although at first I was excited by the logistics, the truth is that now it is disappointing me. I mean, when I saw all those numbers and graphs I thought, "That's what I want in a game." But at the end of the day it all comes down to improving the trains and the truck station. At first you do have to be careful, and perhaps block routes so as not to lose logistics. But now I have so much of everything that I don't worry.
I'm thinking about starting another game on a difficult level, or with a shortage of resources, to see if things get complicated that way. Because now I destroy everything that comes my way without suffering hardly any casualties.

Have you had the opportunity to conducted a sustained, mobile offensive yet? That's when I typically discover how inadequate my logistics net is, especially in light of the recent increases in ammo consumption.

Indeed. I ended up suffering a disastrous defeat by launching a mechanized offensive thinking everything was fine. And no, the logistics were not ok. And then they declared another war behind me, I didn't have gas to cover the gaps, they cut off my logistics, and it was hell. But that was at a higher difficulty level. And with much harsher conditions.
But ultimately, yes. You can't neglect logistics or you'll have a really bad time.
