Three Finnish Infantry Divisions After Leningrad?

In my current GC No Early End vs the AI, I captured Leningrad in late September, 1941. It is now mid-April, 1942 and those three infantry divisions from Finland have yet to appear. I would love to have them. The rule book says something about a time frame involving these units, and the time frame terminates in March, 1942. Does this mean that the time for the chance that these units might appear has now passed, and that these three infantry divisions from the Finnish Army are not going to appear on the game map?

There is only a 5% chance each turn that Finnish Divs will be released anyway. And yes the time period has expired. I have never seen them.

Precisely. One could any of the Soviet AI savegame before the March 1942 and hope to trigger that event during the Axis logistics phase but I found this quite gamey.

Received them both times I took Leningrad, but they are delayed and appear in northern Germany. Useful, but on the downside they're foreign national so use more command capacity.

I've received them many times. Used to use them but the extra command point bothered me, so I send them to the Finnish theatre box now.
