I have scoured the manual of southern storm to get some info regarding command limitations and the other info that is provided in the sidebar of red storm but not in southern storm. Where can I find it? Or was things like a limited number of orders per cycle removed in this game?

That was a Red Storm feature to increase player difficulty with the orders model. Southern Storm revised the orders delay mechanics and we dropped the limited orders function.
