Vichy can do DOW, as the form comes up. New issue with V7.0.0.0. See game save.

In our game, Vichy hasnt been entered by allied (just created, we are positive), and allies have not destroyed their ships, so Vichy cannot be hostile. But it is. And so, it can declare war.
