Depots can draw freight from other depots.

Depots are not used for the production of weapons. Factories draw their supplies from the town or city in which they are located.

Setting a depot to zero means it will not receive any freight, but it can still send freight until the depot is empty.

So a depot set to zero which is located in a city that produces weapons will not impact production of those weapons.
