Think I found a move, that should be banned, if not already.
--Allies use Panama Canal Garrison for spotting
Hate to be a rule's lawyer, but looks useful to spot Axis troops.
Doesn't appear to have a penalty for sailing the ocean blue.

I think it should be banned as a spotter. I don't like neutral garrisons to be used as spotters, I don't use any

I had an opponent who sent the Panama garrison & both starting US garrisons by transport to occupy the hatched sea areas outside of Vladivostok. Japan couldn't interdict US supplies until PH.
Amazing what people can come up with. Needless to say I didn't play him again.

I'm stupid, so I figured this Panama thing out just now.
When it comes to the garrisons spread all over the world, I never know who they belong to.
Is it the French Foreign Legion?
Free French?
Do the Yanks or Brits pay for the Transports?
Do they come back to life as Vichy?
What's up with those dudes in Africa, slave or animal traders?
So, based on my current strategy, against a Top player in the world, figured, lets ship Panama out.
Wasn't aware of any ELO.
Wasn't able to squeeze thru the Rock of Gibraltar, so had to be American controlled.
Yanks paid (I think), so still thinking it's Yanks.
Duh, we built the canal, it's USA.
Forgot the mush who gave it away, Carter?
