Not sure if this is WAD,but I just tried starting up games of Small, Medium, and Large size and the build for Medium seems wrong.

What I've pretty consistently seen is 2-4 starting Bs in Small, 1 only in Medium (every time so far) and 4 or more in Large.

Is the Medium initial build working properly?

There's a certain level of randomization in the initial fleet generation, especially for nations that start with small or underdeveloped navies. Have you seen a pattern of fleet generation on medium size for Germany? Is it consistently generating a lower-than-expected amount of battleships? Do you notice this with other nations?

It's been consistent so far.
