Axis allies odd behavior

Playing the Axis and not being very successful wiping Communism from the map ....
Though don't understand the choices of some of my Axis allies choices relative to moving into the Crimea ... The bad guys have 3 Corp lined up to protect this area just past the "neck" of the region .... The Germans have continued east leaving this to our allies .... But have a mixed reaction as to whether some want to enter the Crimea and move next to the bad guys for an attack .... Italian Army won't engage .... Bulgarian Army won't engage .... It's damaged Bulgarian HQ is more than happy to move next to the bad guys and engage .... Also have a damaged Romanian Corp willing the join the HQ ....
This situation has been going on for several turns ..... The units which won't engage are happy to move about elsewhere .... Just not liking going into the Crimea and engage .... Are the beaches that bad ????
Wondering what I'm not realizing here ......
Any insight would be appreciated ......

Do you mean that you cannot attack Soviet forces with these units?
If you go to War Maps, is Italy actually at war with the USSR?

I'm wondering if this is the rare occasion where the player has set up Italy to be under AI control. It almost sounds like AI behavior.

When I get my turn to run will check about Italy .... but the unit is already in Russia .... And that doesn't explain why the Bul Army won't move into the Crimea to engage when it's HQ is happy to .... really weird

It would explain it, as if Italy is not at war with the USSR, its units can still move into the country if Germany is at war with it, but it would not be able to attack Soviet units (and HQs cannot attack).

Italy is at war with the USSR ... and it's unit won't enter Crimea ... Others are fighting elsewhere in USSR ... Romanian unit won't enter Crimea but it's HQ will .....

Zones of control may be to blame there, as well as some possible mud conditions (tho in Russia the national colors often make the Russian-controlled ground look muddy).

This has been going on through the summer of 42 ... so difficult to believe muddy conditions this far south ....... I'm almosrt ready to move a german unit down to see what it will do ......

I would suggest turning the national colors off, especially when doing operations in the Soviet Union.
It's hard to differentiate mud from clear with it on.
Made my gameplay much more easy..

Unit supply may also be low, therefore reducing Action Points.
HQs are best placed in urban resources with high strength values, perhaps with a second one to provide supply to another that is nearer the front line.
If mud were an issue, you would be able to see it mentioned in the bottom left corner while hovering your mouse over each hex.
