Fog of War

I'm trying to start a new game as the Germans against the puter for GC '41 and have FOW (both) turned on for both players however when the game loads it appears I'm seeing all the Soviet units on the map. I don't recall this occurring previously. I've tried starting multiple times and checking the FOW buttons on and off.
