Conquer zone, do not get anything from towns

I conquered a new zone, but did not get any machines, metals, GR equipment, credits, etc from the 4+ towns in it.
This happened before when I manipulated the zone boundaries before ending the turn.
Did not do this this time, but a neighboring zone did DoW.
I did get a very nice fate pack though (GR Ringmail, Child of the Stars, and GR Vortex)
Before and after saves attached.
