1. Are we saying Romania or Rumania? I am not sure.

2. In all scenario, even Total War or Global Glory, Romanian and Bulgarian navies are not represented. Is there a particular reason? I was willing to attack the Black Sea Fleet thus the question. Was looking for warships.

The Germans already have a huge advantage controlling the Black Sea they don’t need more. If you want more ships in the Black Sea there is the option to attack Turkey to open up the straight thus allowing the Med fleet in.
