My milita chief just retired. How do I get a new one, or find someone with that feat?

Didn't realize Secretary does not count as a cabinet member for that feat.

You always start with a militia chief and it seems you can not get another leader with it. I feel like the intent is that militia is an early game feature and it slowly disapears as armies become professional.
