Chassis and Airframes

Is it possible to set up factories to build to actual tank/aircraft instead of using chassis and airframes?

How is the production amounts of an item that doesn't have a factory determined? If an artillery piece has a 20 limit is that the actual limit for the month or is it that limit used with another value to determine the monthly values? And if it is another value what does it use?
