Adding/Placing Fortification Icons on Maps Questions

Back in the day when SPWAW first came out, (Early 2000's?) I recall this was much easier to do. Yeah I was much younger and my brain worked better LOL
. However I just picked up the Generals Edition on sale last month and have been having a blast getting blown up, shot, bombed and evaporated with artillery fire with this latest version. So I am looking at creating some of my own scenarios / campaigns for me to play. I am really stuck on this placing of the building icons on maps.
Yes I am using the instructions in the manual but apparently I am missing something because I am unable to get a few things to occur. Such as getting this "Icon Guide Icon #99" to show up on a map for one example. Yes I can get random structures to show up but that's it so far.
What I am attempting to do is place specific fortifications on maps as well as learning how to create my own custom towns / cities for scenario and campaign maps. The first hurdle therefore is placing these fortification icons on a map and orienting them in the direction I want. That is if orientation is an option for any icon. I remember doing this back in the original SPWAW and it was very easy to do. I think I recall that the old icon guide had each selection in what ever orientations that were available. So you select the one the fits your design. However my memory is foggy these days.
I am also wondering if there is a separate Icon Guide pallet for each type of structure? I see these beautifully rendered maps on all the existing maps so I know it can be done. LOL
At any rate I would greatly appreciate any and all assistance anyone is willing to aid me with. This is truly a fantastic game and I love being able to create my own scenarios and campaigns in it.
