Cheating AI

I just started playing SC:Civil_War and am finding the AI cheats.

Although the Strategy Guide says that a prerequisite to issue the Emancipation proclamation is no Confederate Units within 5 hexes of DC, the AI issues it even though I have 2 units adjacent to Alexandria (3 hexes from DC).

Steam version of the game, playing Blue & Gray as Confederate.

If memory serves (it's been a while since I recruited Garibaldi) the Union must declare the Emancipation Proclamation immediately if they say yes to the decision event allowing General Garibaldi to fight in their cause. Where Confederate units are in relation to Washington DC doesn't matter in this particular instance of issuing the Proclamation. Do you know if the Union AI recruited Garibaldi?

The below is the quoted Decision Event. Doesn't say that recruiting Garibaldi allows you to ignore the prerequisite (or anything else regarding him). In other parts of the Strategy Guide, he is mentioned with regard to the Emanc. Proclamation (greater FS hit to Union, etc.).

DE 513: Issue the Emancipation Proclamation?
Event Fires: 25% chance each turn after September 1, 1862, if there are no Confederate
units within five hexes of Washington DC, neither the UK, France nor Spain have entered the
war, and the Union said NO to DE 525.
Cost of Accepting: Nothing.
YES: Union Fighting Spirit will fall by 5000 points, and then increase by 125 points each
turn for the rest of the game. UK, France and Spain will all shift 40-60% towards the Union.
NO: Nothing.

Yeah, it also doesn't mention that Garibaldi can allow the Union to declare the EP earlier in 1861 instead of 1862 either. The notes on DE 525 don't provide much detail but the impression I've always had is that he overrides the usual EP conditions in DE 513. Otherwise, he might have a long wait to get into action. However, I'd check to see if support for your cause has risen sharply as of late in the border states.
