Meritocracy hardest profile to raise/maintain

While I didn't conduct a numerical search of in-game events to form this opinion, it seems like +Meritocracy options are the least common ones. Autocratic and democratic options, in contrast, are a rainstorm. Raising either profile to 90 is a lot easier than getting Meritocracy to 70-80.
