Fate packs and city conquest

If there is a reason you get a fate pack from conquering a city or not, I have yet to figure it out.

Can we please have a simple rule for this? Like 25k+ cities get fate packs, smaller ones don't. Or you only get a fate pack from conquering a city that was there at the game start, and you (or the AI) only get it once.

I started near 4 small crowded minors that I conquered, I only got a fate point and fate pack from the highly populous (50k+)farmers, and none from the three 25k or so hunters.

I have some saved games from before the conquests, if anyone want to see.

There may be an underlying problem here. I started a game on the large map, and I did not get a fate pack at game start. First time that has happened. But when I reloaded "lastplanetgenerated" I did get a fate pack.

I am playing the f2 beta.

Playing the 1.26g beta, I just conquered my very first city (2 city start, large map), and I did NOT get a fate pack. Turns out all my neighbors are low pop hunters who will not get me anything when I conquer them - inspecting them visually, their cities are all size 1 / under 25k.

I never want to play a map with hunters again, they are almost as useless to conquer as nomads and wildlife.

Fate packs are very powerful in the early game, but lose their luster as the game goes on. By turn 100, who cares if you can spend a FP for 1000 cr? But they are nice to have to keep the game interesting. Nerfing late game fate packs is therefore pointless. It is overly easy early to get fate packs (admin levels) that should be nerfed
