how valuable is this tech? And how does it work exactly?

Yep. Don't underestimate the value of researching intelligence. I've been burned by the technology gap formed by my opponent investing in it. I finally realized what was up when I couldn't get German research into armor and infantry weapons to progress to where I was "2" in both for Barbarossa. The technology boast and slowing of your opponents (or at least balancing) is huge.
Wait until the German Super Tanks hit level 3, 4, 5 and you're behind, you'll be cussing the rest of the game if you can even catch-up or survive. One of these Super Tanks can defend Italy. Elsewhere on the board, the Summer, they'll trash anything. You'll need something to destory them, yes, Air can do it, but you need punching power.
Far as spotting, nothing is sweeter than revealing a Carrier or some critical ship or immediate Maritime bombing run. Even better, a Loaded Transport.

It seems more like your example was just bad rolls for you and very good breakthrough rolls for your opponent. I usually sell S&I, and I'm often at 2 for both tanks & inf vs 1 for both in Russia, or sometimes even 0 in one of them.
It might be worth on the USA though, since they have a lot of free tech space and income, so it has time to snowball. But I don't see it being worth for any other country. But it might be better to keep the free one, I'll test it out.
