How did the authorities have Thomas Crooks' DNA?

Even though he didn't have ID on him, Thomas Crooks was apparently identified by his DNA. I thought he hadn't had anything to do with the criminal justice system. So how did they have his DNA?

I thought he was identified by a high school yearbook picture.
