Strike mission aircraft flying ASL instead of flight plan's AGL

In Uncle Mark's English Jets over Uganda tutorial, I created a few strike missions against Entebbe's airport. I have found that the generated flight plan set the Target waypoint's altitude of 4780ft AGL but my flights are circling the targets at 4780 ft ASL which is only 400 ft AGL. They need a minimum of 1000ft AGL to drop so they just circle endlessly. I've attached a save file made right after creating the mission.
If I am doing something wrong, I really want to know what it is!
