The Ottoman's railroad network needs to be updated and include the links to Palestine, etc...

I am struggling to see what changes you are suggesting here, can you be more specific please as the railway does already go all the way to the border with Egypt as well as to Medina.

Nevermind, I must be brain-dead, as it appears to allow rail transport all the way down to Medina.

Thanks for confirming. It may be because at the start the Ottomans cannot move into these areas that you thought that.

When does it change and allow rail transport down to Medina or Palestine?

Not until 5 turns after the Ottomans enter the war and their forces in those territories mobilize.
