modified road tiles

Question about using modified road tiles in a scenario.
I put Telumar's modified road tiles (huge, regular, and small) in a scenario file under "graphics override" in my user area.
Usually, this is all I need to do to see modified tiles in the scenario editor.
Didn't work this time. The scen editor shows the new tile in the tile selection area of the map editor, but when I put road down, it is the standard TOAW non-improved road.
Do the road tiles have to be replaced in the main graphics directory to "take", or do I have to install the "snow version" of the road tiles as well ?
Something is missing but it is not clear what it is.
