Mission Deactivation not working?

I'm experimenting with ways to get control over my trigger-happy ship COs who expend all their ammo in the first hour of the fight. 
So, I've built a land strike mission using a tutorial scenario and a TOT. Assigned two ships with LACMs. Used the WRA settings for the mission to reduce the ammo expended to two weapons only. When I ran that, it worked and the ships only launched two weapons. But after the weapons hit, they decided the target wasn't destroyed and automatically started shooting more weapons (no longer synchronized with TOT). I'm trying to get them to fire two weapons each, and only two weapons each, regardless of the results.
So, I had the idea to fill out the mission Deactivation Time settings. I set the deactivation time to be just before TOT and checked the "Unassign units." My thinking was that they would have launched their two weapons each per the specified WRA, and just before the weapons hit, the mission deactivates and the units are unassigned. That would prevent them from automatically shooting more weapons at the target.
Except, it doesn't work. The mission remains active when the deactivation time passes. And the ships are not unassigned. And they keep on firing weapons.
What am I missing? Scenario attached as .zip because it didn't seem to want to let me attach the .save saying it wasn't a graphic? .
