Moving skill checks?

Okay, what am I not understanding on these movement skill checks?
I have had rookies maxed out on recon/ light (50s-60s) since the beggining. I try to avoid any movement skill check like the plague.
The AI are also rookies, but he seems to run through water, swamp, quicksand, and get back up from high damage like a champ. Yet my guys, if they have a 90% chance seem to roll 98 or 100 all the dang time. Is there some modifier applied after the supposed % displayed? How can I effect it? As it is, I don't care if it is a 40% chance or a 95% chance. I am always rolling VERY high.
I did not have this problem when I was playing random battles, but my rookies just can NEVER pass a movement skill check. Shooting is crappy, but it is the same crappy as the AI. We both miss a ton. However on movement, the AI almost never fails a check, whereas mine fail movement checks almost every time.
I have tried the tutorial's "crouch" then stand, but that does not seem to help. And the AI just stands imediately if he did manage to fall down.
There is just no way that 90% chance is really 90%, what am i not understanding? IS there another skill or factor I need to address?
