How to change terrain on hex?

For example, this hex is a open sea and would like to change it to land, etc. Is there a tool for this? I did some changes to the map, but the system need to be updated with that inputs.

You need to edit the pwhexe.dat file in the root folder of the game. There is an editor available for this.

In addition to the data change in the pwhexe file, you will need to make an artwork change to see the effect in the game.

Maybe it would be more fun not to change it and surprise your opponent! I mean, Chungking and Chengtu as dense urban and mountainous terrain!

Think of that for an Ironman scenario! Dense Urban is 4X and mountainous terrain is 3X, add to that (level 9) fortifications . . .
Along with a "hidden" grey road from Ledo to Chengtu or leading up to but stopping 1 hex short of Chengtu.
