A fleet of 3 submarines arranges to ambush convoys. More often, only one of three takes action. The rest seem taking afternoon tea. Apart from breaking up the fleet, what else should I do to make them take action against the convoy?

Check their supply level. Subs at zero supply don't attack. Most likely cause.

Supply level is 5.

They all attack then. But in the start of turn report, the fleet (either surface or subs) is however identified by the name of one of its units. So if it says that the Bismark raided and sank 5 MM, it means the fleet containing the Bismark did it.
