Is there a way to suppress the partisan activities?

In the rulebook, there are partisans (units) and saboteur (rail destructions), but the info appearing in game calls them all partisans, which I believe might create some confusion.
Land units will stop partisans to appear in a range range of 5 hexes from them. They will also prevent saboteurs to do their things, but only in the 6 adjacent hexes.
Partisans (units) only appear on major countries occupied hexes. Saboteurs can do their things in any occupied hexes (with rail of course).
