I have court marshal my Admiral that he cannot see the enemy next to him.
How do I increase the reconnaissance level?
Both hexes are reconnaissance low, why it can attack and my Admiral not?

They got lucky.

The more searches you do in a hex the more plusses you get on the next search.

Think of it this way. It took 1/2 the RN to find the Bismarck in separate fleets in the middle of the Atlantic AND they got lucky hitting its rudder.
