This stratagem produces 6d6 pp modified by popularity. My popularity is 86. I spent a FP to play this stratagem and got:
17, 10, 17, 18, 17 pp
This is a little less than half of 6d6, so it seems to modify the number down by how much your popularity is below 100 (the average of 6d6 is 21; 21x.86 is 18.06.
Given that I also have a 1 FP card that produces 50pp, this seems weak by comparison, especially when you add in that the mission impossible card to produce 2pp costs 50-60pp to play.
