Are these delays correct? I am purchasing Garrisons and Maritime Bombers that appear as soon as I purchase them...

That does sound off. For Japan it should be about a month for garrisons and about six months for maritime bombers.

Look under game preferences and make sure the production delay option is still ticked on. In that graphic you posted your build number limits are showing but not your production delay numbers.
