This seems dumb, but when I select a hex with units the units get selected. I am trying to select the hex to build a depot. I am having trouble getting that menu to come up. Even when I turn units off, the units get selected.

Right click on the hex to bring up the menu.

You can also build the depot from the button on the top right of the screen next to the AP number.

I understand and this is what I am doing. It works perfectly on a hex with no units. On a hex with units, the unit gets selected instead, even if I hide the units.

I don't understand. Right-clicking on a hex should never select units. Left-clicking on a hex selects units, right-clicking brings up a small window with options.

It does not if you previously did a left-click on a hex with a unit.

You have to undo it left-clicking on a hex without unit, and then the right click works.

Yes, that's correct, no unit may be selected when you try to bring up the right-click menu.
