Operational Problem

My Paratroopers lost their effectiveness during bad weather. So, I moved them to an urban hex. They had good food, good shelter, and a pleasant environment. Above all, they did not move and did nothing.
To this end, all were obese. Ju52 could not take off without reducing the number of its passengers. They fell like meteorites when parachute. They needed a few clear turns for their fitness to make up to 100% effectiveness.
How do we make them operational upon 1st turn after bad weather?
