My unit's 120 (3 HQ + 5 Large + 1 Small) strength matches the port supply level (6+2+2)x20.
Why do I still get the exclamation mark?

it means the port is maxed out and can't effectively supply the units that are drawing off of it

That is a port 2 supplying 50 strength points of units

10 for each HQ and 30 for the corp. It can't support that many strength points of units with supply.

Let's say from the top.
The top one is Port 2x20. It should support 10 for 1 HQ and 30 for 1 Large Corps.
The middle one from the left is Port 2x20. It should support 10 for 1 HQ and 30 for 1 Large Corps.
The bottom one is Port 6x20. It should support 10 for 1 HQ; 90 for 3 Large Corps and 20 for 1 Small Corps.

This looks like you conquered Finland and Sweden. If so then yes you have to draw port supply from everywhere.

Why?

You exceeded the port supply with the units there.

Also there is no rail connection from Sweden to Finland. So their supply doesn't reach those units.

Should the units close to the port be supplied first?

It gets divided equally if I remember.
