If the Ottomans sign an armistice, are the Central power considered still "in custody" of Constantinople?

Effectively, yes.

This can be very important at the end of the game. So, if the Entente wants to deny the Central Powers the chance of claiming a Minor Victory by defeating the Ottomans, the Entente would have to refuse the Ottoman armistice and fight on until they can force the Ottomans to surrender. Correct?
